Iran is imposing new, coercive fees on vessels transiting the Strait of Hormuz, threatening those who refuse with military force. This practice challenges global maritime freedom and serves as a significant funding mechanism for the Islamic Revolutionary Guard Corps (IRGC), designated as a terrorist organization by the United States.

According to a report by The Maritime Executive, a publication specializing in maritime affairs, these actions extend beyond standard transit fees, constituting direct extortion that jeopardizes maritime security. While Iran asserts these fees are necessary, analysis indicates the funds directly finance IRGC activities, implying that every vessel paying these "taxes" contributes to the financing of terrorism.

These coercive practices are not new and predate Houthi attacks in the Bab al-Mandeb Strait, which may appear random to some observers. Periods of financial extortion and surveillance preceded these attacks, with Iranian vessels levying fees on commercial ships for safe passage, resorting to missile and drone attacks against those who refuse.

Experts caution that European nations pursuing dialogue over confrontation may inadvertently contribute to terrorism financing. European companies continuing business with Iran, even if paying these fees under duress, risk falling under U.S. sanctions, as coercion does not exempt them from legal accountability.

The report advocates for decisive action by the United States, including sanctions against all vessels paying these fees, asset confiscation, and penalties against their leaders and officials. It emphasizes that defending freedom of navigation in global straits requires confronting nations that undermine it, rather than succumbing to pressure or relying on weak diplomacy.
