UN Envoy Warns Yemen's Fragile Peace Threatened by Regional Escalation

The relative calm in Yemen is precarious and faces significant threats from regional tensions, with potential repercussions for maritime navigation and broader peace, UN Special Envoy Hans Grundberg stated before the Security Council.

Grundberg emphasized that Yemen has not been immune to the consequences of regional conflict, highlighting the grave dangers posed by recent escalations to the people of the region, including Yemenis. He urged Yemeni parties to refrain from further attacks.

Addressing the Security Council, Grundberg expressed concern over the possibility of the conflict expanding, citing Houthi attacks against Israel in late March and the global alarm they generated. While Yemen has thus far avoided being drawn into a comprehensive regional confrontation, he cautioned that the risks persist.

The Special Envoy detailed his extensive engagement with Yemeni, regional, and international parties to shield Yemen's peace process from regional escalation and to safeguard freedom of navigation in the Red Sea and Gulf of Aden. He reiterated that global concerns regarding these waterways have been present in Yemen and the Red Sea since 2023, underscoring the imperative of maintaining maritime freedom and adhering to international maritime law.

Regarding the economic situation, Grundberg acknowledged the new government's priority in stabilizing the economy, supported by Saudi Arabia, noting the approval of the first state budget in seven years for 2026 and the conclusion of Article IV consultations with the IMF, the first in 11 years. However, he warned that Yemen remains highly susceptible to the economic fallout of regional escalation, with the poorest populations bearing the brunt.

On the security front, Grundberg recognized the significant achievement of widespread de-escalation since the 2022 truce but cautioned against worrying indicators, including reports of troop movements, suggesting the relative calm should not be taken for granted. He renewed calls for accountability and respect for international humanitarian law, expressing concern over casualties during recent protests in Mukalla.

Grundberg also touched upon the detainee negotiations held in Amman, noting notable progress without a final outcome, and urged parties to make further concessions to finalize release operations. He reiterated his call for the Houthis to immediately and unconditionally release all detainees, describing their detention as a violation of UN privileges and immunities that undermines its operational capacity.
