Germany's development diplomacy is facing a severe structural crisis following revelations of alleged systematic fraud within the German Agency for International Cooperation (GIZ) involving aid funds designated for Yemen. An extensive investigation by German newspaper Die Welt suggests that a corruption network may have diverted up to €100 million intended for humanitarian assistance.

The investigation, based on internal documents and investigative records, indicates that the alleged irregularities were not mere administrative errors but constituted a carefully managed institutional corruption. Illicit activities reportedly included substantial financial discrepancies related to fictitious training seminars and courses that never took place, as well as inflated logistical expenses for vehicle maintenance and fuel for non-existent field trips.

The alleged corruption network extended beyond internal dealings, reportedly involving manipulation of currency exchange rates, financial transfers, and procurement processes to launder funds abroad. Notably, the report revealed that GIZ continued financial dealings with Yemen Kuwait Bank even after receiving strict internal warnings in 2023, shortly before the bank was placed on US sanctions lists for alleged money laundering and funneling funds to armed groups.

Political ramifications intensified with reports that GIZ management was aware of initial loss estimates as early as mid-2023 but allegedly concealed these details from the supervisory board and the German Parliament (Bundestag) for an extended period, characterizing the situation as "commercial irregularities." Further legal questions have arisen regarding the destruction and disposal of significant portions of project files and sensitive documents by the agency in its Yemen offices, officially for "protection," coinciding with GIZ's decision to withdraw from areas controlled by Houthi militias in northern Yemen in 2025. This action reportedly had the approval and cover of the German Federal Ministry for Economic Cooperation and Development (BMZ).

Administratively, GIZ has attempted to address the situation by announcing the dismissal and suspension of 24 employees at its Yemen office since late 2022, when initial indicators of irregularities emerged. The agency also engaged the international auditing firm KPMG to assess the damages. However, these measures have not averted a significant political fallout in Berlin, with opposition parties, particularly the Christian Democratic Union (CDU), demanding a transparent and immediate investigation into the extent of complicity. The far-right Alternative for Germany (AfD) party has seized upon the incident to escalate its skeptical rhetoric, calling for the complete abolition of the Ministry for Economic Cooperation and Development and an end to German foreign aid, potentially reshaping Berlin's development policy in conflict zones.
