Houthi forces controlling the Hodeidah governorate are reportedly detaining patients within Hodeidah Hospital due to their inability to settle medical expenses, a practice drawing widespread condemnation for the alleged repurposing of healthcare facilities into detention sites operating outside legal frameworks.

Local sources indicate that citizens are being held in a room on the upper floor of the hospital, which is under the administration of a judicial trustee appointed by the Houthi militia. One citizen, Hussein Murghani Maki, stated on his Facebook account that some patients have been held for approximately three months over relatively small financial sums.

Maki decried what he described as the humiliation of the people of Tihama and the imposition of what resembles individual confinement within the health facility. He questioned the legal basis for detaining patients based on their inability to pay for treatment.

The incident has sparked outrage among social media activists, who view the detention of patients unable to pay their bills as a practice that exceeds the medical function of a hospital, transforming it from a place of care and treatment into a site for citizen detention.

This occurrence takes place amidst a deteriorating economic and humanitarian situation in areas controlled by the Houthi militia. Residents are contending with rising living and medical costs, concurrent with the decline of public services and the exacerbation of financial burdens resulting from years of conflict.

The so-called "judicial trustee" affiliated with the Houthi militia exercises control over hundreds of private institutions and facilities seized by the group since its coup. Some of these entities are reportedly owned by individuals classified by the militia as adversaries or opponents.
